Max Payne 3 PC UI failing to initialize

Now, I haven't played Max Payne 3 on any platform, but I've read that PC is having problems with the Social Club. Basically, the UI fails to initialize, and you're unable to play.
I just wondered if Rockstar has fixed this issue, or if it has persisted.

I appreciate this video a lot - however I want to point out that this points to a deeper problem that I pray Jimquisition addresses. Social components to games or DRM should not pose a hinderance of any kind to a single player experience.
