You are going to be hard-pressed to find a game with the same feeling and attention to detail as
The Guild II. Since conflict (armed or unarmed) is often what makes a situation or game interesting, you're going to have to deal with it in most other alternatives.
As suggested by nikki191, you could give
The Patrician a go. The aspect is more on trade and commerce as part of the Hanseatic league.
The Patrician III and
The Patrician IV are available on Steam.
Any games from the
Anno-series except for the last iteration should also fit the bill. There is combat involved however, and I personally find that part annoying and badly implemented.
In the same style and genre to some extent, you could give
The Settlers-series a go. Just like
Anno you will be dealing with extended supply chains, resource management, etc. but alas also some combat.
In more of a Medieval Fantasy setting, I have heard good things about
Majesty and
Majesty 2, though I have not played either of them yet.
If it is the first-person perspective of
The Guild II that interests you, you can even play the
Mount & Blade-series as a non-combatant, but it does make the game more difficult. You could also have a look at the modding community to see if there is something more in-depth available.
