I can run it maxed out(bar one of the two DX11 features, but I forget which) at 1360x768 , in Vista on:

4GB DDR2 RAM
Intel Core2Duo E6750 @ 2.66Ghz
ATI Radeon HD 5770

Yes, unless you are talking about your storage capacity such as your hard drive or solid state. Disk space.
Fun fact: On a 360 disk space is listed as memory.

It makes me a little bit angry every time I see it in the menu.
