I would say Los Angeles, CA but since my sister currently lives there, thus being the only redeeming thing about that festering stain on the planet. So my second choice would probably be Lisbon, Portugal. I have nothing against the Portuguese but nuking Portugal is the last thing anyone would ever expect. Granted this would be my decision process with or without terrorists involved as the terrorist would still probably kill me and if they ever got their hands on a nuclear device would likely not put it in the hands of a hostage.

I would struggle to answer that in reality. My death doesn't phase me that much, but I care very much about my family, and would not want them to die.

Good Grief, Canada. Population: 1. That one life than the lives of my entire family, and if they force me to choose a populated city, that's the one.

If I can nuke an empty city, though, I'd go for a ghost town somewhere far from populated areas. Prypriat would be another good choice, because it's completely depopulated now.

Presumably, hitting any nuclear power, such as the U.S., Russia, China, Israel, India, or Pakistan, would be likely to start a nuclear war. So while it might be useful to try to kill Kim Jong-Il, I'd rather not take that risk.
