Doing that to a PS1 game I would imagine wouldn't help the game at all graphically or in terms of running.
I'm fairly certain that is why the MGS HD collection leaves out MGS1.
More on topicly, it's true VII would take far more time and effort, in that it would have to be remade, not just converted to HD, but it's the one everyone wants, and I don't think anyone anticipated they would just skip the entire generation. When fans cry for a certain thing for a long time, you don't just skip it and move on. That's kind of douchey.
