Will o wisps from Oblivion. Hard to see sometimes, always annoying. Unless you have strong magic they screw you up bad...
Azazel from Tekken 6. Blocking hits randomly without having to do anything (seriously, he blocks random hits throughout the fight, sometimes I'll hit him twenty times and only 1 or 2 go through...)
Cheap attacks which can be unbreakably chained. Can stop you halfway through whatever you're doing with an instant attack.
He's like a way more annoying version of Jinpachi.

Any boss from the Viewtiful Joe series. Mainly because not only do you have to fight them all twice, you have to fight them all back to back with no save point in between. I love those games, but how hard is it to add a save and health boost in between 5 bosses?

I'm not kidding, fighting him makes me want to pull my controller in half. He has the cheapest attacks in the game that can't be blocked, do tons of damage and instantly stun you, he's constantly insulting you, throws don't work on him, he's always blocking your attacks, and to top it off, he's just an outright dick.
Ok, so he's a boss, not an enemy, but my hatred for him surpasses the likes of anyone else.
