Do they have to be aliens?

If not, I'd say the culture of Earth in Brave New World. Instead of working to make everyone happy, the government conditions everyone to be happy with their lot, no matter if it's world controller or sewer scrubber. It's scary because it's actually somewhat plausible.

The fantasy worlds of Jim Butcher, both his Codex Aleria and Dresden books one a coherent brilliantly realised fantasy world full of politics and intrigue. The other a masterclass in how to write a book where magic exists in a present day setting.

Everything he writes has such a sense of internal logic it's like reading a documentary piece!

I think I'd go for the Underdark from the Forgotten Realms and then especially Menzoberranzan. The way women are considered to be way above men and treason and deceit are to be respected. When I started reading The Dark Elf Trilogy I was really interested in that culture and it also made me think about the real world. I think that's a good sign.
