It takes a very talented writer to give a child a speaking part without making the thing sound like an obnoxious little prat that the average viewer just wants to uppercut through a wall. Sadly, the efforts of these few talented writers are usually given to naturally obnoxious children.

Why lump them all together? The rivals in Pokemon Ruby, Emerald, and Sapphire were actually half way decent to you.
