Your character in Morrowind after level 25 or so.

Also, Alucard in SotN after he gets his shield and the Shield Rod. I've never seen anything so broken.

The Lone Wanderer, when he's at lvl 30 pretty much unstoppable. You can effectively kill a Super Mutant Behemoth barehanded and can even survive a direct hit from a mininuke.
This. Also, just a mininuke? I managed to survive an Experimental MIRV to the face. Sure, I was in VATS at the time, and straight after I was killed by an angry lead pipe wielding local, but still.
VATS reduces your damage by like 80%. I'm talking about real time.
Wow. What armor where you wearing?

I see. I myself tend to use Winterized TLB-15 Power Armor. Which only adds to my characters God-Mode state of being. The main reason I'm looking forward to Fallout: New Vegas is because I want to make my character just as powerful (if not more so) than the Lone Wanderer.

I heard it's the first Fallout with an actually functioning city, too.

Ezio from Assassin's Creed 2, in my opinion. While he wasn't the overbearing steam roller of a character that, say, Kratos is...he's still one of the most surviving characters of any game. All you have to do when surrounded by the entire city guard is sit there and hold your guard button. Wait for the overly-flashy attack sequence of the enemy and just counter. One by one, every soldier you fight drops to the ground.

Also, let's not mention the fact that if you turn a corner two seconds before a guard and jump into a hay loft -right- in the middle of the street, the guards turn the corner and stare at it like you could never possibly be in there before walking away...only to forget they were chasing anyone at all within the space of 5 seconds.

KoTOR2. Honestly. After the half-way point you handle every battle by walking in the middle of it and using force storm, killing everyone withing 30 feet radius. Slightly less so on hardest difficulty (you have to use it twice).
You can pretty much kill every mook in the room by snapping your fingers.

I'm going to skip "cutscene power", for obvious reasons. As far as in-game power goes, I'll go ahead and nominate Yuri from Shadow Hearts.

Two people who stands out as 'Overpowered'

Maxwell from Scribblenauts, and Dragon age: The warden.

The warden...how do we become the cream of the crop? I mean soon we pretty much taking out dragons, finding old prophets and doing the impossible like it was the easiset thing ever. Bonus points if you're a city elf.

Maxell...We summon a mech suit, dogs, cats and even the Bobdamn Cthullu!
