I have to go with Sideshow Mel. No not Sideshow Bob, Mel! I just think we need to hear more about his back story instead of having it be hinted at in some episodes.

I would have to go for Little Moe Syzlak.
He's only in it once (or twice, I'm not sure if it was the same episode) but he's not shown as often as he should be. Probably the most underrated character of them all.
