the equivalent in MW2 is actually quite useful (ninja pro); i can hear most people's footsteps who aren't using it, which i find really helpful. I don't know how many other people listen out for footsteps, but I tend to use it just in case.

I took both levels of that perk. It was nice to not have Yao Guais attack you, and it could also prove useful when a friendly pack of vicious dogs draws your enemie's gunfire from you.

I'd say the Bloody Mess perks in the Fallout games. It was purely aesthetic, and had no real affect on gameplay. (Well, there was the +5% damage done in F3, but come on...)

Also the karma altering perks (Devil's Highway, Karmic Rebalance, Escalator to Heaven), as you can easily alter your karma in ways that don't really affect the game, without wasting a perk.

[spoiler: Level 30 perk.]And finally the Nuclear Anomaly perk, which makes you explode like a nuke when your health drops below 20. The fact that this also damages companions makes it a pain if you choose to have them, and also it's heavily outweighed by the other level 30 perk, Almost Perfect, which raises all your S.P.E.C.I.A.L. skills to 9. I don't understand why anyone would choose the former perk over the latter.[/spoiler]

Yeah, the Mysterious Stranger only has a chance comes out when something has 10% or less health, and then does 120 damage or something like that to it, which is awfully excessive.

More or less, instead of just shooting the guy again to kill him, you have to sit and watch some random guy with a revolver do it. Supposedly, he can kill you or himself too, though i've never seen it.

Eaves Dropping is way worse.

Are you kidding? Chaos is funner than hell. I always level up blades, which does much more damage than other spells, Force push really helps when you like to focus on skill during a fight, vortex...agreed.

Oh, and, every other other gadget in Splinter Cell Conviction than sticky bombs. (Camera Included) Flashbang, woo! I disoriented a guy for three seconds! Also, the shotgun in the game.
