Okay, Russell Crowe is a substitute teacher who's the ghost of a man who died in Iraq. Jennifer Connelly is a tart with a heart from the wrong side of the tracks. They meet at Jennifer's autistic son's baseball game, where they instantly despise each other. But when the kids from the local high school decide to hold a dance at the the abandoned warehouse... you know what, this is silver screen gold, I'm keeping it for myself.
hmm okay, i'm thinking something modern, not war or anything because i've already done some on that theme.
Something political maybe? Spy? anarchism, anti-government? something along those lines maybe. I've been reading george orwell so possibly and orwellian thing....

Comedy/maybe coming of age/maybe drama/maybe realization (the world is a harsh lace, could go in a couple of directions) movie.
A girl is kidnapped by some form of terrorists/kidnappers for whatever reason, I'm thinking her dads a rich author, but he ignored her for his work or he was very doting and she was spoiled, could be either.
If comedic/ish
She manages to escape, and spends the next few weeks hiding with a group of friendly homeless people, all slightly eccentric, for instance add a few crazy people that argue constantly over who owns a shoe that each holds onto. The girl spends time with them, maybe hanging around and doing heaps of fun stuff, just homeless style. She eventually finds out her father has been looking for her, insert happy ending where poor people become rich from reward or just walking off while discussing the legality of stealing a paintball gun and using it to fight against another group of homeless people.
coming of age:
Same as comedy but add a few talks with one of the homeless women about her life, and happiness blah blah etc.
drama:
Add more escapes from people hunting her, also if instead of ignored by dad you make it loved/doted on by dad then give her a few life realizations. Possibly add a tragic ending, where she maybe is killed/gets the friendly homeless people killed.
I can extend this if you are actually interested.

And so, the protagonist is in a constant conflict on who to trust, and if "finding the truth" is worth the risk to be targeted by this unknown group.
Not very original, but you could spice it up with unique plottwists.
We will set it in Cuba and we shall call it a day in the life of a dictator... you may ask how will we make a script about this. Scripts are for communists we film the life a Fiddel Castro and his brother and then show them as not the all powerful leaders they think they are, but loving careing individuals that only want to make the world a better place... If this flies we could make a sequel about Kim Jong Ill. Eat that Micheal Moore. Come lacky we shall go to Cuba now.
A group of super-sentient squirrels get ahold of WMDs, and are holding the world ransom. The only thing that can save the world is a goldfish super-spy named Ned. Continue with that as you will.

I did really like Frybird's idea, aye. To expand on that; I was thinking you'd do a first person view of a guy getting attacked and chased by random people on the street. As the viewer is wondering what's going on and assuming the main character is the good guy you show him in the mirror just before the ending and reveal he's a nazi in 1945 or something similar. Makes for a nice mindfuck and tons of tension.

However, reconsider the whole "Author Dad who does not care" thing, because it does not sound that believable.
In fact, that is why i said "foreign girl"...being abducted and brought to another country makes it harder to find her/harder for her to get home before her pursuers catch her.
To make it even harder, you could make the "leader hobo" a paranoid wreck who refuses to get help from others (the police, people on the street) because he thinks that it is all a conspiracy with everyone working together and no one to trust

Main character
Girl works better, so I will refer to girl through this, but you could use a guy, all you have to do is change a few things as girls respond differently to guys, it will also change how the movie is seen as people are either like "Poor her, she's so nice" or "He's cool/really tough, good on him for escaping". It's if you want damsel in distress or Urban rambo/spy survival type character.
Setting:
Foreign girl is good, but avoid cliche cities. No N.Y., no chicago, set it somewhere a bit random, but you still want to keep tight packed streets, Europe is good but you want to make it somewhere with a lot of winding streets so you can get that urban feel.
Homeless people:
I like your old guy, but I say make him ex army, but a small guy/sort of squirrel like. Give him some random survival skills, a dose of crazy then let him run his team like they are in enemy territory, referring to the city, (maybe add a conspiracy plot, or just make him a bit crazy and just dislike the rest of the city) You also need a few younger mid 20 characters so you can throw in some accessible humor, and add some more to either comedy or drama depending where you go.
You could add a mother/father figure if you want to go with her parents being focused on work so they can impart life lessons etc. or you can add humor for the older crowd, or just to add numbers to the group.
After that, just a few people to round it off, though I think this idea works well if you lean towards comedy.
The parent/s:
I chose author, as it is pretty standard but anything will work as long as you make them rich, it makes kidnap more likely as they can actually pay a ransom, or depending on how serious you want this they could be two average people, and she gets kidnapped to be a sex slave sort of like in Taken. If you want to skip that you can go politician from foreign country (I'm thinking in charge of military, and the conspiracy people actually just want a military contract with her father, and use her kidnap to convince him).
The Homeless activities:
Breaking things, stealing random things, like signs from strip clubs to build their homeless home/fortress, shoes, paintball guns to engage in funny but cool city wide homeless paintball fights, anything you can think of they can steal and use in funny ways or to survive. Then maybe have them spend a lot of time doing random stuff around the city, maybe stealing the city golf from Fight Club.
Nationality:
You are going to want to make her from an country that speaks a certain language to a country with the same language otherwise you would have to figure out how to teach her a language in a short period of time.
Other ideas:
Relating to parents and conspiracy, the military idea could work but I recommend moving it around a bit, you want to change the type of kidnap to fit the story. If you want serious, make the kidnappers and situation serious, with "shut up or we'll slit your throat you *****" instead of a more comedic bungling kidnappers.
Comedy ideas
At some point have them steal mopeds.
Give them a lot of random clothing so they look quirky, describe them as wearing older clothing but you don't want them in dirty rags, just stuff that is weird/mismatched. think army surplus or just weird mash ups of clothing.
The paintball fight idea.
Serious ideas:
Main character dies/gets the homeless people killed.
Have her survive that, but be shunned by the homeless community as they hate her for getting their friends killed, maybe leading to her death as she starves to death in the streets.
Have her dad be some sort of illegal arms dealer, and have her getting kidnapped and her father paying the ransom lead to a disaster, maybe a nuke being set off in your country of choice.
I can maybe add more, I'll think about it.
The life of a serial killer who kills hookers and the cop who is pursuing him. At the same time a masked vigilante who owes a debt to said hookers is hunting for him. Also the killer is dating a woman who has a son and works as a stripper and beleives this man is her one shot at true love.
Oh wait... that's a story I wrote... you probably SHOULDN'T use that one.
Okay got one now, based on Dead Space.. the discovery of a recombinant parasitic alien life form on a distant planet that is connected with the discovery of ancient alien artifacts suddenly goes horribly wrong when a ship bound for earth gets overrun by the dead bodies that have mutated and reshaped into hideous mutilated monsters that slowly start to kill the crew then infect the corpses. As they take control of the ship it becomes apparent that they are guided by a sentient force that wants to reach Earth. Soon it becomes a desperate struggle to stop the ship from reaching Earth at all costs. Our only hope being an alien who is a member of the race that built the artifacts and knows how to stop it, and his name is Zakaer... and he's a lizard like warrior alien.
