Like some said before me, I reckon Equilibrium. That'd be so awesome. They'd need to get it right though, and not let it be just another shooter.
Lets just put it in the folder with the Matrix 2 and 3, Daikatana, The Godfather 3, Two Worlds and all that hideous game porn.Pandalisk said:

Death Race - Basically Burnout but this time with character customisation, vehicle customisation and upgrades, blood and gore, overall awesomeness and maybe some shooting involved too.
Serenity - the movie from the Firefly series would be good, kind of like Mass Effect only not so far futuristic and with manly guns not plasma. Not forgetting kick-ass fight scenes and reaver killing.
Blues Brothers - Not really a shooter but more of a racing game that has you going off ramps, driving through the city, escaping from crap loads of police cars. Also there could be some GTA like parts in it too.
V for Vendetta - This could work on so many levels adding parts of the storyline and narration into the cut scenes, using the lair as the hideout, throwing knives and blowing up sh!t with fireworks.
Equilibrium - This could work too but they'd need to have a desicsion maing system for choosing whether to take out targets like you orders tell you to or let them live and get allies in the future.
