Anaconda comes to mind, that was pretty damn entertaining despite being terrible.

Yeah, it can be, if the movie isn't what it was supposed to be. With that I mean that the director, writers, etc want to present you with a certain something. If they don't succeed at bringing the audience what they intended to bring them it can be labeled as a bad movie.
Take The Room for example, it's supposed to be a compelling drama. Thanks to the absolutely horrible acting, terribad script and...well, the rest, it's absolutely hilarious. But it ain't what it originally tried to be, the movie failed in reaching it's goal. Doesn't mean one can't enjoy it for other reasons (like The Room for being absolutely hilarious), but it ain't good for sure. Just take a look at it:

Just like one can not enjoy a really good movie, or something else for that matter. I can't ignore that FIFA is a damned good football game, it does what it's supposed to do very well. I just can't bloody stand football, so you wan't catch me playing it.

Personally? I loved "Simplistic: Bullets Vs. Humans", otherwise known as "Ballistic: Ecks vs. Sever". Just a delightfully stupid movie. And it's better bullet-spam porn than a Tarantino film because whoever directed "Ballistic" is under no impression that he's an artist. Quentin's way too pretentious for my taste and it gets in the way of enjoying his films.
I don't think Tarantino makes his flicks as 'bullet-spam porn', so yeah if you're looking for that in a Tarantino movie you'll be disappointed. Sure they have their occasional (graphic) action scenes, but they're always more focussed around dialogue.
