I'm shocked that nobody's put Nightwish on here.
So there it is, Nightwish. They fit two of the criteria well enough, though the first is debatable.
I'd also throw my vote in for While Heaven Wept if you don't mind some heavier music that's not necessarily girly. Some of their songs are truly beautiful.

I've been into them for awhile. And she does have a really nice voice, in the 20% of the time that she doesn't scream.

Not the band I would recommend when someone asks for "Romantic and girly"

Shh, she needs to expand her tastes :p
Anyway the fact that she can scream and then sing like that makes it even more awesome and her voice 100 times nicer.
