This happens to me every month for a couple of times. It's very annoying, but it usually lasts for a couple of hours.

Try deleting everything but SteamApps so you don't delete your games.

Why? What does this solve and how does it solve it?

It's basically re-installing Steam. The .exe file should also be kept.

Yes, it is reinstalling Steam. And yes, you did neglect to mention a somewhat important step. As well as the other one, which is "Now reinstall Steam". However, that doesn't answer either of the two questions - does that help and how does it help? Is it cache issue? If so, can't just the cache be nuked? Is it some config setting that causes something to go haywire? If so, can't just that bit be killed? Is it something else? Do you know what it is and is there an alternative fix? Is it Steam at all? Are you sure OP has the same issue? How are you sure?

Since you say it happens to you and lasts for a couple of hours, and I'm fairly sure Steam installs in way less than that, should I assume that it doesn't really work. You also mentions it happens a couple of times a month and if you are reinstalling Steam every time, it seems very likely this isn't really a fix at all. But, who knows - I may be wrong. Because you never included any useful information aside from just a fix. And it somehow seems it's the brother of the XY problem, it's the YX solution[footnote]I don't know if that's a thing, but it totally should be.[/footnote]

OT: OP, are you sure it's definitely the Steam client that has problems, and it's not just your connection in general?

I don't know what's causing the issue nor is it the same issue as mine. Re-installing would work unless the problem is with Steam servers or, as you said, OP's connectivity issues.

What they mean is, have you tried unplugging and then plugging it back in?
It is true. Once you know more about computers, you sometimes overlook the obvious. Restart the router, the computer, take a speed test before and after. Let us know your normal speed as well. Sometimes I'm so concerned about the diagnosis the treatment is simple. Sometimes without reason. That bit does bug me, be meh, the thing's fixed.
