Unfortunately, the Nintendo 64 selection on Virtual Console is pitifully small. Just 16 games. And all those games, with the exception of Cruis'n USA and Sin & Punishment, are games by Nintendo, so if you are not into Nintendo games so much, then bad luck I'm afraid. But it's the only legal option worth its merit. (Personally, I am quite a bit paranoid of buying a reused cartidge from Ebay and turning out to be a pirated cartidge.)

Edit: And Christ! It has been more than four months ever since the last Nintendo 64 game was released on Virtual Console! What the hell is going on?

Okay, he's probably going to wreck it because no one tells him to blow into the cartridges if they don't work, but that's still better than nothing, right?

The Emu's have already been suggested, but why not flEabay another N64, they go for (almost) nothing. Either keep it for yourself or rescue your old one from your cousin and give him the replacement.

I'm pretty sure you're wrong, because if it had been my N64 then I would either get it back or let my mum know she has to fork over the money to buy another one, which as I said are not that expensive neither are the games from what I've seen.

Its not Nintendo's fault that his Mum has no respect for his property, just like its not their fault if it got destroyed in a fire. If a game is old and unavailable (or available second hand from someone who either took crap all care of it or has it in mint condition and charges twice as much for it as its original cost) then I can see it as an excuse for piracy, not this however.

You can buy new games on Amazon. They have tons of suppliers with N64 games.

Its not the emulator you need to worry about.
Finding a 64 rom that works ia like trying to make sense of what Jack Thompson says.

They're not going to make any money off any of this situation anyway if he buys it all used, so I'm not sure where nintendo will benefit from his mom giving all of his stuff away.

Dude, an N64 is $20. That's a third of a cost of a new game.
