NCR New Vegas help

So apparently I've got a bad relationship with the NCR (honestly, no idea why). A ranger told me I have three days to improve my relations with them or else. But, I've already killed most of the fiends, and I also can't really do any of their quest cause they either come after me, or just avoid me. Any ideas?

Wear an NCR uniform, so that they'll at least tolerate you inside their establishments. From there on you should be able to accept some quests and improve your relationship.

Also, since the disguise system didn't seem to cross your mind: are you wearing legion armor?

That shouldn't be causing problems; a glitch doesn't seem too far fetched, especially in this specific game.
