You could use a bootable memtest floppy (or cd-rom) to test your memory.

Edit: Test some other high-end games (like HLep2 if you have the orange box), it could help eliminate some possible causes. And costs relative little effort.

Or it would be relatively little effort, if it was installed. I only got it(the PC) 2 days ago.

From what it sounds like, there's a definite doppler delay on the update of graphics and that points directly to the card, drivers or memory.

Get your best drivers (ALL of them), run a dxdiag, get it some fresh air and drop the graphics size down to 800x600.

If you're still getting fuckups, it's the card.
I doubt it's a hardware issue, as this only happens in TF2, not in Gmod or anything else.

Always worth checking these things though. I had a hell of a time with one game until I found out it was using both GPU's on my graphic card.

While you're at it, check the simple things like a conflict between your headphones and the soundcard. It's amazing how many times the thing that "it can't be that stupid", actually is.

A clanmate had a problem like this. It only affected TF2. For him it was an issue with his hard drive . I don't know any more so I'd look into that.

You know why I was being rude? Because they had given me NO GOOD ADVICE, been smug, and then said that I should 'do some work for myself' when I'd spent the past 3 hours trying to.

This might be a long shot, but i remember my little brother having serious trouble with an on-board firewall that came with an nvidia chipset on his mobo. If you have one of these, it might be worth disabling it trough your bios.

Other stuff that might be worth doing, posting the name of your mobo(psu, cpu, gpu, ram & mobo, one of these is usually the culprit in case of hardware problems). Posting whatever your tried last night to solve the problem, if only to avoid redundant questions/remarks.

off-topic: awesome though it may be, that xkcd flowchart has little to do with actual hardware problems.

edit: Maybe a complete list of components might be usefull, i would assume PC world provided you with a convenient list of the components you bought.

I had some tf2 probs on my new rig too, though mine was with missing files. A reinstall helped me.

Post your system info, it'll probably help. Have you checked the tf2 customer support forums? i'm sure they exist.

You're playing Orange as a Sniper.

Stop it and the game will reward you by allowing you to play it.

I have multicore rendering on. I just turned it on hoping it would help. It didn't.

It's not stuttering. This has nothing to do with stuttering, and, if you were paying attention, I said it was happening BEFORE.

I attempted to install a new driver. It uninstalled my old one then said I was installing something else then just sat there and did nothing. Now I can't play any games at all.

It's not stuttering. This has nothing to do with stuttering, and, if you were paying attention, I said it was happening BEFORE.

Run TF2 in windowed mode, under the video options. If not, tell it to run in lower forms of direct x.
-dxlevel 81
^put that in launch options for directX level 8.
-dxlevel 90
for 9.

I had similar problems when the game was in BETA, and these seemed to help. Perhaps your machine is just finicky.

From my minimal understanding of computers(enough to get me to play games on it) if you are having freezing issues it could be your internet connection or your card(based one what you have up there). It's definitely not your processor, as a 2.2GHz processor should run TF2 fine, though the recommended is about 3GHz.

Can't guarantee anything, you might look up some reviews for your card in particular. I know there are a ton of reviews of graphics cards and whatnot out there.

Side note: have you tried playing it on reduced quality on this new system to see if the problem persists?
