Hmm, well the first thing I thought when I read your first paragraph was "that sounds like Heavy gear" but I see you have that up there already. Try these:

Crusader No Regret
Crusader No Remorse
Earthsiege 2
Earthsiege
Gnome
Iron Assault
KrazyIvan
MEchwarrior
Terminator Skynet
Blam! Machinehead
Heavy Gear II

Good luck in your search!

But remember, this was NOT your ordinary game store, how shall i put this. It collected all sorts of games, heck for all i know this game might be for amiga.
I wouldn't be surprised if it was Amiga, the Amiga was a much bigger platform than the PC back then (mid 90's) because most PC's had no soundcards and only CGA or EGA graphics. The sort of lush box art you describe was absolutely typical of Amiga games. However if it was an amiga game it was not very likely to be an FPS or robot combat sim, the amiga didn't have enough RAM to run those sort of games.

Something else you've got to remember though is that games often released with different sets of box art, especially in different countries.
A WINRAR IS YOU.
