I'm going to have to side with Fallout3, since it *is* the best game available (save the classic Legend Of Zelda OoT, but that's N64... so stick with Fallout3, Jade Empire and GTA4.)
I'm going to stand up for GTA4 though, Saint's Row 2 is different in gameplay and is a very fun game as well, but I have to side with GTA4 on some things.
Here's my view on it (opinion, so don't argue with me)
-Saint's Row 2: Very Fun, Colorful (unlike GTA4's gritty grey spectrum thing), the many styles of combat are fun to watch and the story is light-hearted when compared to the depression mania GTA4 can instill in you.
-GTA4: Here's where I stand up for the game I have, the targeting mechanics and car driving gameplay aspects are tighter and the controls are superior in that respect, true: you do have an annoying cousin but he's a simple fix (just say no, he eventually get's the message), the NPCs are more realistic in their reactions to what you do (it may be sadistic of me, but I like to snipe one in the leg and catch up to him with my favorite baseball bat), the lack of enemy gangs makes cops the only people who will shoot at you in general (save the rare guy with a gun who is a really quick fix) and finally, I prefer the physics mechanic in GTA4, which is more "psycho-crash-kills-4-people" in it's execution.
Plus the Explosions look Awesome.
