Heres the thing my video card is nvidia geforce 9600gt M ( note book) im having a strange issue with FoNV I searched everywhere and no one else seems to have it( I also couldnt find people with the same video card as me ) heres the problem the game doasnt run at 100% speed , its not a low fps issue the game generally is slow espcially when there are multiple npcs everything runs in slow motion I've never had this problem with FO3 nor oblivion which both use the same engine , I tried using the d3d9.dll thing it fixd the frame drop with multiple npcs but it still runs in slow mo and they talk out of sync aswell, I was wondering if anyone with a bit of tech insight could help me.
(oh and btw I downloaded the latest nvidia driver 260.99 didnt help)

Have you tried lowering all your settings including the resolution, and then seeing if there's a difference. I had this slow-mo thing with Dead Rising 2. I understand what you mean, not lag where frames are skipping, but actual slow motion.

This is a bug in the game.

The engine will slow down dramatically in the presence of multiple NPCs fighting [might happen if they are not fighting too, but mostly in a fight), and hasn't been fixed yet.

How they could let such a major bug remain in the game before shipping is beyond me, but the game was very buggy and still is, so... Most graphics cards have this problem, there are exceptions but not worth buying a new one just to subvert it.

Try and enjoy my friend, but for now there is little or nothing you can do. (maybe you can look for a mod that solves it? Guess mods of this kind won't really show up as people are waiting for Obsidian to fix it themselves tho..)

I actually Tinkered with the resoulotion it helped a bit but still slowd down with multiple npcs
