I've said it before, but I believe most western Civilizations, as a whole(see cityscape if that doesn't make sense) are Lawful Evil. The first is approach to laws and rules. That's not something that change depending on mood. It's whether or not you accept laws as applying to you. If you are "chaotic" then you will not EVER stop at a red light on an empty street. You will not hesitate to steal from stores whenever the heck you feel like it. You will commit to insurance-fraud in the blink of an eye.
If you follow the rules and laws most of the time but have a "flexible" approach to it then you're neutral. That's the very definition of neutral in that category.
The second one is easier; that's simply personal morals. Self-sacrificing or ego-centric with "neutral" marking a rough balance between those two.
The whole "lol im chaotic/good because that sounds so edgy and rebellious yet sympathetic" is just sad. I'm willing to bet a major internal organ that nearly none of the people that have written "chaotic/good" have ever actually committed a felony. Which you'd have to have done to make "chaotic" even remotely correct.
And no, if you'd commit a felony "under the right circumstances and for the right reasons" then you're not chaotic; you're neutral. Cut out the posing.
