Look, in short, this is saying that bandwidth will now be given to those sites that pay out the ass, and the less wealthy site owners get screwed out of bandwidth.
As predicted, Anonymous has already gone into action, not with attacks, but with noise, bringing this to the attention of many local news agencies.
This could end poorly for everybody involved, with some thinking of a sectoring of the Internet, leading into localized internets, eventually dissolving the Internet as a whole.
Even if this doesn't happen, this is still some serious shit.

If they try and interfere with censoring people on the internet they are probably going to fail after a kick in the groin by the people who use it the most to express their opinions.

This reminds me of ACTA... (whatever happened to that, anyway, haven't heard of it for months)

Also, a question I couldn't find the answer to: is this only in the US?

Well, as far as I know, legally, this applies to all ISPs located mainly in the US, but if they serve outsiders, then they will likely get fucked too.
Also, ACTA died as far as I know. Yay.

EDIT: Let me just state that the biggest problem most people seem to be having in this article is that the government isn't stepping in and banning a whole lot of things that corporations have been doing on the internet for a very long time.

Hmm... When I saw FCC I thought of the band Flying cunts of chaos...

Where was I? Oh right, this doesn't sound like a good idea. There is going to be so much noise about this that they will have to change it...

ACTA is dead this year but supporters intend to bring it up, next spring I think. Maybe Early summer

*Sigh* Why must old people try to ruin everything that doesn't involve them getting money? Why must stupid people try to ruin everything they don't like for everyone else? And why, oh why, must the FCC ruin EVERYTHING??!

Still, I doubt it'll work, but the ol' asshats will sure give it their best try, and until they learn that it's futile (see: die of old age), life will be that much more annoying.
