Why not just have certain infect not appear in the final, or there stats change between final and other levels? You could give the players a warning when this happens.
But what about the intial race to the shelter in the last level? you don't start the finale in the shelter, you have to rush there, and having souped-up zombies before you even get to a defensible position would just be a slaughter.
Well then, just gimp all infected once the survivors set off the alarm. Simple. Set up a little warning when this happens.
That actually just might work... Have the guy on the radio mention something about tougher zombies, maybe mention it in one of those hint texts they show during loading screens, somebody call valve, this could actually be awesome! (Also, they'll probably have to keep the zombies normal for the lower difficulty levels to decrease the level of domination unleashed upon newbies)

the zombie disease goes underground and affects dino fossils making DINOSAUR ZOMBIES!

EDIT: They would have to be small though, like a raptor, so that it would fit on the screen

EDIT: And they would have to drive bulldosers

EDIT: Or a small cloud of inffected bugs that if they bit you, you would turn into a zombie for ten seconds and attack the other survivors.

The Thrasher

His job is to force the survivors to adapt to changes during a panic event. They can no longer camp one spot for the entire period.

A zombie whose particular virus strand deteriorates his body. He only appears during panic events excluding boomer vile. His deterioration weakens his muscles so he can only move a little slower than the smoker. He attacks by thrashing his arms, which causes them to fly off. Shortly after landing they entirely decompose spreading out and leaving behind a damaging pile of goo. He can only attack twice with a short cooldown before his must use his third attack in which he thrashes off his head and dies but causes an even larger goo pile. On dying, his body will also decompose and leaving the largest goo pile. If a flying limb hits a survivor, it does a small amount of direct damage, but more importantly, it instantly decomposes.


Backstory:
His virus strand effects two different areas of the body differently. It causes muscles to create a protein that rapidly decomposes all organic matter. However, if it latches on to a nerve cell it creates a sort of serum to the decomposing. As most viruses it is parastic, leeching off of the energy of the host. Because of the massive energy required to constantly secret serum the thrasher is comatose most of the time. But, when there is a loud noise like a mechanical door opening, an elevator coming down, church bell ringing, car alarm going off, etc... he awakes. His body is pocketed with holes where his body could not create enough serum. On dying rapid changes to what nerve cells do causes his body to thrash wildly for a second before decomposing.
