There's a NCR Camp Alpha
(Or Delta?) way above the Dam that has 2 Ranger Armor guards that are a pain to kill but hey, it's worth getting it early.
I only just discovered it a few hours ago.
A patch fixed that. you get the armor WITH the NCR ranger house.

We argued before. I said the legion were nothing more than tribal savages with a pipe dream that will never last. They stifle actual progress for their short term progress. Since Caesar ain't gonna be around for very much longer, his dream will be just that -a dream-. It wont be long before the nature of man turns Caesar's legion into something worse if that's even possible. The same goes with Mr. House.
But even the developers say that ncr is spread so thin. And the Legion will survive if the Courier, Vulpes, or Lucius gain Leadership of it.

NEVADA. It was an unpopular war that has little support back in California. In California the police officers are heavily armed, their cities well protected, and laws
are policed there. Nevada isn't NCR territory, its savage land in the PROCESS of being civilized. Think of the old west, where civilization was unheard of.

Oh really? Because the set lore states they can't protect the citizens because they expanded so fast without thought due to Kimball, not because of the governmental system. Even then their weakened state is due to the stalemate with Caesar's legion while Mr. House is draining their economy. The NCR's highest concentration is in California, and its shown they are pretty well secured. Baja, Oregon, and Nevada are technically NCR states and yes they are lawless, but fast expansion doesn't really allow for cementing your position now does it? America is a land grab, and Caesar's legion did the same thing as NCR.
However, if you truly think that the legate wouldn't take over then you are mistaken. You see the legate gets the title of leader after Caesar dies regardless. This would mean not only does the legion become corrupt, but the legate attacks everyone regardless of losses. The legate even goes after the enclave if he learns of their existence, a strategy dismissed by Caesar because he knew he would lose. This means the legion would start wars it can't finish because Lanius only knows war. Marcus's description of the legion is accurate as the nature of man will destroy the legion from the inside out. The legion is just as susceptible to corruption as NCR, if not more so. The "its based on Rome" theory doesn't work because Rome took approx. 870 years to be built. The amount of time it takes for a nation to fall is the same as the amount of time it took for the nation to rise. Caesar brought the legion to the height of its power, and when he dies it will all go to hell.
