Depends if they stay there or have proporties in 5 different countries. If they dont live there most of the time, I would say no.
I'm talking about people like Daniel Radcliffe. He and his girlfriend split their time between London and Detroit (she's Detroit, born and bred); not sure what the split is but I figure its gotta average out around six months each depending on work. Situations like that I feel should allow the permanent resident that small, local voice.

That would be fine. With the addendum if there's a law against dual citizenship... which I think is problematic in itself.
