Ohhhh, my bad. Though I'd say OP's being pretty subjective there, it's only creepy because he's a turtle and OP has something against turtles stealing our human women. It looks like a normal "I'm crushing on someone" thing in a cartoon, it's no creepier than its peers.
Pretty much, the perception seems to be stemming more from the OP's aversion to fictional inter species relationships than actual creepiness on Donatello's part. From what I've seen of the show, it's basically your standard kids show crush where the characters are adults physically but tend to act more emotionally like children to relate to the target demographic. Donatello's crush on April will likely never go anywhere and the show is unlikely to address the issue directly, but that's more because kids shows like that pretty much never portray actual romance even if they were both human you tend not to see that stuff until you get to the tween and teen targeted shows, and TMNT is still firmly in the 8-12 demo range. Other than that, I think the OP is just projecting his discomfort on a standard cartoon crush because Donatello doesn't look human enough.
As for the OP itself, there's no reason they can't get together, but it's very unlikely that the show will go anywhere with it as children's shows in TMNT's demo range tend to avoid romance entirely except in a very few exceptional cases. The show will likely resolve the subplot in one of three ways:
1. It will be ignored entirely, essentially used for a running gag or the occasional character development, but otherwise remain entirely unacknowledged by the story in any significant way.
2. It will be dropped in a single episode surrounding the issue. Basically meaning the subplot will resolve with the message of unrequited love or star crossed lovers that can never be. That, or the character with the crush, Donatello in this case, will find a new character to love and that will actually be returned in some way, though unlikely to become anything more outside of the single focus episode.
3. the love will be returned but unlikely to ever develop beyond a chaste kiss or a hug, and these types of resolutions usually pop up in the final season of a show and sometimes are only hinted at without any direct confirmation.
