Probably because nobody bothered to say that Mysterio is basically Marvel's version of DC's Scarecrow, and arguably everything Mysterio has done, Scarecrow has also done, and probably better. This includes using fear to turn people on/kill their allies, and he's also a fairly decent fighter using his "mad kicking" which he refers to as "Crane Style Kung Fu" (though this is oftentimes forgotten). Scarecrow, like Poison Ivy, has also hit well above his weight class on numerous occasions as a lot of very powerful characters like Superman are not totally immune to chemicals, pheromones, etc... and thus version of his fear gas have even brought them down. Like Mysterio, Scarecrow tends to be most effective when you don't know who your up against.
I'd say that to be an underappreciated Marvel character you'd have to bring up something that Marvel has, that doesn't invite an immediate analogy to something from their main competition in that whole back and forth.

The short version is Darkhawk is a guy who has the ability to switch places with a powerful android body which he projects his mind into. A sort of clever variation on the whole "battle suit hero" thing. I thought he was going places for a while, but then kind of disappeared into obscurity, he shows up here and there, and is usually pretty cool when he does, but he just doesn't catch on.
Someone mentioned Squirrel Girl, but overall I don't think she's underappreciated at all, she's used more frequently than you might think, and there is a decent awareness of her. The recurring gag would get old if it was overdone, and she HAS gotten a semi-regular gig by acting as Luke Cage's baby sitter, though I have some concern that using her too much or getting too deep with the development will sort of ruin it.
As far as gag characters in Marvel that are underappreciated though, there was a guy for a while called "Slapstick" who was basically a living cartoon. To justify this power set (which is largely durability and body morphing) along with the appearance he was defined as a guy who had his body turned into unstable molecules, the same stuff Mr. Fantastic invented that most super heroes use for their costumes (the molecules adjust so as not to be destroyed by someone's powers), which was a fairly clever way of explaining on how something so absurd might actually come to be. He'd be another candidate for underappreciated, obscure, characters.
Of course then again I do have to admit Asbestos Girl was also pretty clever, you don't see many characters that ridiculous that are then used fairly seriously (even as a way of killing them off). It now has me wonder if she'll ever be back in some form (if it hasn't already happened). Many years ago there was this thing called "The Bar With No Name" massacre where a dude called Scourge pretty much decimated a whole stable of utterly ridiculous villains Marvel still had lurking around in a sort of house cleaning, albeit some of them wound up coming back I believe... so really how dumb a character is doesn't ensure permanent erasure.
The big thing though is that if we're thanking god for Jim, does this mean Dan was sent by the other guy from the fiery place?
