Raven from Teen Titans? Granted her clothes are pretty much skin tight, and her legs aren't covered, but she also has a cloak and cowl. It's not exactly reveling.
Honestly, most super heroes have skin tight outfits anyway, so Raven is probably one of the least slutty super heroes out there.

If you mean the first Silk Spectre, yeah that would be a good one! Her costume (in the film at least) is pretty short but in a classy, vintage sort of way. And my hair is red too, so I wouldn't even need a wig! Shame she might look a little strange as a zombie though, since she obviously wasn't in Blackest Night or Marvel Zombies, but it could work...?Zantos said:

And there was a female Phantom once, the sister of the regular one. It was a plot point in one story that nobody could tell she was a woman when she was in the costume.

Someone said Shepard, but as an alternate possibility, maybe one of Shepard's..."around the ship" outfits, you know when the armor is off. It's just another thought I figured I'd pitch in. Best of luck deciding.

The various Batgirls and Batwomen certainly aren't revealing, though I suppose they probably fall down a ways the skin-tight axis.

Liz Sherman from Hellboy? granted, no one will know who the fuck it is, but she's not slutty and can make fire, making her incredibly badass.
How about a female lone wanderer? Blue jumpsuit,101 on the back, utility belt, Armour patches here and there, and maybe a 10mm Pistol or hunting rifle and of course a pip-boy 3000. She may not exactly be a "super hero" but she does kill countless rapists murderers thugs rapists (in the form of raiders) sadists and general pricks (enclave raiders) gigantic mutated creatures (deathclaws mirelurks) and survive in a hostile environment all with little to no help. And fan service is i suppose optional to each player/modder.
By the way I consider a super hero anyone able to withstand damage normally fatal to human beings (multiple bullets) with a power ability skill or that sets them above a human being abd i also include incredible amounts of luck. They must also perform heroic deeds but im okay with a bit of corruption for the greater good. I even count ME1 Saren as a good guy.
