You didn't just say comic book super heroes, so there are a few anime and game ones in there too. Some of them have more than one option too; Kusangi for example you could use that outfit, her casual wear or her combat armor.
Ohhh haven't seen Pepper like this before, it looks good! Keep getting drawn to the ideas I wouldn't need a wig for :p Would be close to impossible to make though.

personlly i would suggest something like hawkgirl or black canary



you don't really need a helmet helmet...just some kind of eyewear that is blackish and kinda wings out

and its not to hard to find random wings at any kind of halloween costume place.

so wallah, there you go

What about Raven from Teen Titans? All you need is, depending on your choice, a blue-black dress/tights and a hooded cape. Set.

Well, not sure if you count her as a heroine, but you can always go as Eowyn, I mean, she did stab the Witch-King in the face. I honestly don't know how much more awesome you can get.

OP: Kitty Pryde? I would think it would be hard to look for a non skin tight "superheroine" costume, that's pretty much just how it goes for the average comic book. Lady Deadpool maybe?

Feminising a male character could be a way to go, there's plenty of pics online of fem Boba Fett, Stormtroopers and the like not to mention the obvious Bat-Girl, Super-Girl cliches.

Take ANY character you like and give it a girly twist;

Raven is pretty un-slutty. She does wear a leotard, but it is mostly covered by her cloak. Whoever suggested Black Canary is nuts, lol. Her outfit is totally badass, but definitely not for someone looking for something modest.

You also could consider the Young Justice version of Miss Martian. Or even Artemis if being able to wear pants outweighs your aversion to midriff-showing.

Hahahahahha man you just made my day, I love Roberta Cop. Hannah Solo is pretty fantastic as well :D:D
And I just realized I didn't actually specify it had to be comic book super heroes. Woopsie my fault! Its supposed to be mainly comic book characters.

Terra from Teen Titans. More of an anti-hero/anti-villain but oh well.
Her costume shouldn't be too complicated to make.



That one yellow outfit has a bit of stomach showing though.

All of this is reminding me of 'The dark knight strikes again' and the superchix lol
Supergirl's costume would be a good one since it covers up all the areas I'm self conscious about(bum and midriff), but I would bet money that every other girl who's gonna be there will be either Wonder Woman, Supergirl or Batgirl haha, so my perfect costume would be one not as famous as those ones :)

I'd go for the Question, Madame Web or you could easily get away with a more subdued Zatana outfit you could add pants instead of tights and people would still know who you were portraying I think. Not many super heroines with top hats hehe.

Edit: On a more serious note ... are you a red head? Go as Amy Pond ... or River Song ? They're tough gals who don't wear skanky clothes. If you're in the US it may be tough for people to realise who you are though.
