There is no doubt North Korea has and can make a nuke. But there is not reliable evidence they have a stock pile. There is also the failure their attempts at a long range missile are. The last test (er, sorry NK, satellite launch), failed to separate the third stage and crashed into the North Pacific.
They can barely get a missile over Japan, and the Taepodong program they have been working on since the early 90's and possibly as early as the late 80's as a lunch vehicle has never been able to fly the distances they hope for, (1,300 km) let alone carry the weight (1 ton) of a first generation nuke.
I like how every time foreign pressure gets laid on North Korea the missiles turn into rockets and the payload turns into satellites. Which they claimed success with the last one (you know the one that crashed into the Pacific, and was tracked by several on the edge of their seat nations.

according too World War Z they are building caverns underground that they can retreat to. in other words they can fire a nuke from underground shelters.
