Both Elder scrolls 1 and 2 'Arena' and 'Daggerfall' can now be downloaded for free from the the offical site. Could try those if you dont mind them being a bit dated. I belive daggerfall has one of the largest game maps out there. About 60 square miles.
OP, do yourself a favor and go with this. Daggerfall really is the best game in the series, the only reason it's not the most popular is the series was relatively poorly known before Morrowind came out. Well, that and the fact that it's kind of a pain to get running on modern systems; I'm sure DOS emulation is better than it was back in 2004, but it used to be a real pain to get Daggerfall to run.

Anyway, give it a shot, it's great; enemies do not level with you, there are hundreds, if not thousands of locations in the world, from dungeons to cities, the NPCs have basic AI, with shops opening and closing at specific times, the guards are not psychic, it's still the best open world game I have ever played. Did I mention that the world is absolutely enormous? I'm pretty sure the figure of 60 square miles that was listed above is a conservative estimate. Extremely conservative.

Seriously, download Daggerfall, you won't regret it.

Isn't Daggerfall the size of Great Britain? I recall reading that... Well, that, and Daggerfall gives you all of Tamriel, IIRC. Look up DaggerXL, this one guy is trying to make Daggerfall mreo modern, hoping to help rouse up a modding community.

EDIT: Also, Bethesda's site links you to DOSBOX, and gives a full list of instructions on how to make Daggerfall work on modern systems.

The Great Britain figure is what Bethesda's marketing team claimed back in the day, but last I heard the actual size was somewhat smaller. It's not much off, though -- the game is full of towns and cities, all of which are a part of the main overworld map -- you can even climb the city walls at night if you want to. Unfortunately, Daggerfall does not include all of Tamriel; it includes parts of two different provinces, in the area of the Illiac Bay. Arena was the one that included the entire continent, but the actual amount of space to explore in that one is much smaller than Daggerfall, and probaly closer in size to Oblivion, except that it has very few spaces to actually explore.

As for Dagger XL, it's still in a pre-alpha state, and a long way off from any sort of completion. I, for one, can't wait for a fully playable beta.

While many people may jump down my throat for this one, give two worlds a shot. Not as good as Oblivion, but similar open world exploration and interesting combat and leveling mechanics. They also just released Two Worlds II I believe, but the company's kind of in debt so the situation is sketchy. I'm sure either would be cheap and good for a bit.

Yeah, Two Worlds is not a horrible game. It's me perfect definition of a game with a great foundation, that just needs some polish. *checks for TW2*

Edit: Two Worlds 2 is only out in Australia. Out everywhere else in Jan 2011

Definitely play Morrowind and any other elder scrolls games while you're at it. Dragon Age, Gothic 3 (if you don't mind bugginess), Fallout games (if you don't mind that it isn't actually fantasy and swords and all that... the gameplay and quest mechanics are similar), maybe Arx Fatalis, Baldur's Gate (if you don't mind dated graphics), Planescape Torment, The Witcher... that's all i got.
