Massively over the top yes, ridiculously so even, and very warhammer 40K based... but everything in that setting is stupidly powerful, which is why I chose it.
1/ Avitus from dawn of war 2- provided I get his squad too (since they're all part of the same unit, and in game terms might as well be the same character)
2/ Assuming non-named units are allowed... a baneblade. Why? 6 heavy bolters (essentially rapid-fire RPG launchers), a siege mortar, a rapidfire tank cannon and what is essentially a battleship cannon, and two lasercannon... We'd load the heavier guns with incendiary submunitions.

Or a land raider crusader. Though technically it's not from any videogame (though it does appear in a dark crusade mod), it's still awesome.

Those are hexa-mounted bolters. And a twin mounted gatling bolter, and a twin fusion cannon. And it has transport capacity.
3/ Dawn of War 2's apothecary leader unit, for healing and killing alike

From other games I'd have Master Chief (bite-impervious armour, damned strong, give him a brute hammer) Soldier-class Shepard from mass effect 1 (give him the top level weapons and armour and he's a demigod in ME1, and he has an armoured car) and CABAL from command and conquer firestorm housed in his Core Defender
