Just Cause 2 because it kind of encourages this.
Also Assassin's Creed. I loved just going around stabbing people, sometimes they were not even guards.

Morrowind. I was level 30 before I did anything about the story missions. Also Crackdown since I accidentally did the story there too when I was randomly killing things.

Oblivion. It was a poorly constructed story line because of it's reliance on, well, Oblivion. Mehrune's Planes suck ass to go through, which caused me to stop playing. When I finally knuckled down and played through, I really ended up enjoying the dream world part.

I spend a lot of time murdering Oakvale and buying every house there in Fable. I amass a fortune, buy everything good, then continue playing.

I've played Just cause 2 for 75 hours and the only mission I did was the tutorial.

I've also played Fallout 3 for over 200 hours and finished the main story only once.
