Old movies you remember watching, but can't remember the name of

Animation movie for children, between '70s and '00s I believe.

I remember:
A girl with a 2-year-old sister (very sweet)
A boy who helps them "fight" an evil queen.
An enchanted palace with living objects (like in Beauty and the Beast)
The kitchen in the palace has a special food-elevator where the kids hide.

At some point they hide in the forest where the boy has two horses (one for him, one for the girls)
and there is a secret house-tree or something.

I think that in an important point of the movie it's playing the "Flower Waltz" of Tchaikovsky

okay okay okay I'm so happy I found this thread because something popped into my head a few days ago and I can't stop thinking about it.
I remember watching this movie when I was a little girl and now I only have very, VERY vague memories about it. It could have been from the 50's to the 2003's area, as for the date it came out.
So.
I remember a girl (youngish maybe young adult) (And also POSSIBLY a princess) with blonde hair, maybe locked away or taken or given to a witch. Something like that.
there was some kind of garden/farm with cabbages/radishes or something like that
there was either a dad brother or just a hero and i think he had dark hair
there was either a witch or just a bad woman who also may have had dark hair maybe it was the girls step mom
OH and it was animated (maybe something similar to maybe the last unicorn???)

but yeah thats all i remember sorry its so super vague
