Alright I'm asking here because I'm not too sure what to do. I've been playing along just talking to this guy but I'm pretty sure this guy is serious

Hes saying hes going to murder some of his old friends some day for betraying him and he told me his entire plan.

I have it all here in the steam chat log, dude just randomly added me the other day and now I was taking pity on me because it sounded like he had a sad life then things just went to crazy town. Please my fellow users give me some advice I've never been in a situation like this before and I'm not sure exactly what to do.

EDIT: I'm not joking here at all. 100% serious I'm an active user and I am seriously worried that this dude is going to hurt someone. He seems super mental even from when I first met him now I see the signs.

Report him to Steam. They should be able to get more info about him rather easily.

...and you are trusting the words of a person that just randomly added you on steam and you evidently knew nothing about before? I'm really not sure if this is just some elaborate attempt at trolling because it seems too excessive to be genuine at first glance. Either this, or he is out to get attention - in any case I'd be careful about worrying too much here.

But to really gauge the severity one would need to look at the proper steam logs here. I'd suggest to ask someone you trust to read through them, a second pair of eyes to give you an idea if your worries make sense. Otherwise you did exactly the right thing by reporting him to steam - be sure to also send them a copy of the log. They should be able to give this info to the authorities if necessary.

This guy was 100% grade A serious, no joking at all. I was trying to get him to lol or XD or something but he was straight the entire time. He explained how he was going to murder the people that he was going to murder and how he would get away with it. He pretty much spilled me his life story too so I doubt he made it up. Pretty sure he thought I was a girl too and that's a whole 'nother story within itself but for the most part I do not think he was kidding around. I usually can tell after the 13 years I've been on the internet if someone is joking or trolling. If you read up on the whole XJ9 explaining his way out of posting his GFs nudes thats pretty much how he was trying to explain it to me, They hurt him so hes going to hurt them.

Also this was not out of the blue, we talked for a few days and I got to know him and I messaged him every time out of pity, sounded like a sad lonely person.

Okay. Just be sure to check with someone else should you decide to take further steps. Also, if you haven't done so already, you might want to suggest to him to get some professional help - because, evidently, he has a need to talk about it instead of just going on with his plan. I'd say he seeks some sort of validation or comfort in a last attempt to keep himself from snapping completely - but that's just my ignorant armchair psychologizing. Again, one really can't say without reading the whole log.

Call the police? How are they going to track him down?
Could Steam track him down? If he's ever used his credit card maybe.. But I'm not really sure they are able/willing to do anything. Steam chat doesn't keep logs stored in your computer anyway.
I really hope this doesn't end like this

If you can get anything out of him (like a facebook profile - say you'd like to add him to talk more or something) then that should enable you to determine where he is which would enable you to contact his local police.
Even if you can't get a location, I would contact the police on your station's non-emergency number - it's most likely someone trolling or being all angsty and keyboard warrior, but not worth the small chance that he's actually batshit.
Whoever staffs Steam customer support probably won't be able to do much from your input, but it's more likely they'll do more if they get a call from the police, even if it is just your local station.

EDIT: also copypaste the chat logs into notepad so you've got a record if steam crashes or he goes offline.
And you could instead ask who the people are that he's pissed off with (if you don't want to ask him more about himself).
