I still remember snafus over our class watching Tanpopo.
Haha. My teacher had a Miyazaki collection, and she would only let us watch Totoro and Ponyo really. But one time we had a sub and we tricked her into watching Princess Mononoke. That was a fun day.

A lot of the anime in America is marketed to young and older adults, the kid anime are out there but they mainly stay in Japan. Some of the longest running anime are kid friendly, Sazai-San, Doreamon, Nintama Rantaro, Chibi Maruko chan,
A few funny ones that I know came to America:
Taruto
http://www.youtube.com/watch?v=kr9IoNh8Yzo
Bottle Fairy
http://www.youtube.com/watch?v=5P8oFwUgLVA
There are lots more, they just tend to bomb in the States.

I'm straining really hard to think of animes that can fit into the G/PG rating and the only ones I can think of are a few Miyazaki movies.
Maya The Bee, Wiki the Viking, Heidi, and Mila Superstar are the only one I can think of right now.
I never watched Mila though, but my girlfriend said it was broadcast as a kids TV show in Germany, so it's probably clean.

Clannad maybe?
It has "adult entertainment" but it's a lot more innocent than you'd think. :p

Are you trying to find some because you want to watch them, or just to know if they exist?
If the first answer applies, what genre do you like?

In any case, Emma: A Victorian Romance [http://myanimelist.net/anime/345/Eikoku_Koi_Monogatari_Emma], Aria the Animation [http://myanimelist.net/anime/477/Aria_the_Animation] and 5 Centimeters per Second [http://myanimelist.net/anime/1689/5_Centimeters_per_Second] are all great examples.

all of these are pretty much suitable
This list. Along with Yu-gi-ho.

Of course you also have to have Tengen Toppa Gurren Lagann. Because it will make any child a man! It will also teach them that it is okay for men to cry.

EDIT:
Also i gotta add in Hamtaro, Code Leoko (i doubt I spelled that right) and Zoid's battle legends. The first one is complete G rated, and the other two are a bit more mild. All three are still awesome to watch as a teenager/adult as well.

Summer Wars is a fantastic movie, but I can't recall off the top of my head if there's any specific innuendo (I don't think so at least). There's some violence though, but nothing gory (it all takes place in a virtual world, remarkably similar to Digimon movies for a good reason).
Wow, this really is a hard question... Um... Totoro, Nausicaa (might be a little violent, its been far too long since I watched it). A lot of Miyazaki movies like those fall under that category except for Princess Mononoke (while beautiful, it can be rather gory).
Umm.. Flint the Time Detective, Mon Colie Knights are a few good classic shows I can think of. I would say Detective Conan/Case Closed if it didn't deal with murder so much. And while its not exactly anime, Avatar is TV-Y7 and stylistically close enough (and a great series). Mushishi maybe, but that can cross into a bit of the wierd and surreal (though not particularly violent or sexual).
Its not technically anime, but the french series Wakfu is pretty nice as well. Slightly violent but with no gore and very sparse suggestive themes.
These other suggestions people have made are good too; Sherlock Hound is one of my favorite movies.

lobster, You should edit the first post to clarify that these recommendations are for a high school Japanese teacher to show to her class.

Edit: >.< I missed the part where you said it was irrelevent since you've already graduated, my bad.

I'll reiterate prior recommendations for Mushi-shi. It's essentially PG but with themes that tend to interest older audiences. It's fairly slow paced, but with beautiful art and fascinating stories. A potentially big plus is that it's mostly episodic, so the teacher can pick and choose eps to save time or censor any inappropriate content I'm forgetting. It also has the advantage of feeling foreign without feeling "anime-ish" so people who dislike typical anime may still find it appealing. Finally, it's currently available legally and free streaming on Hulu (US only), and Youtube both subtitled and dubbed in English.

(Goes through personal Anime Library)

Ouran High School Host Club

One Piece (Blood and swearing, but definitely within the 'traditional' PG-13 rating)

Suzumia Haruhi no Yuutsu

Tengen Toppa Gurren Lagan (Action/violence, and some 'ecchi' stuff,a forgettable amount of blood, if any)

Azumanga Daioh

Nichijou

Samurai 7 (Action, and definitley some blood, but still within the PG-13 area)

Soul Eater (Same as Samurai 7, but less serious/realistic)

Zero no Tsukaima (The characters get scratched up and bleed sometimes during fights, but it's even less graphic than One Piece, and happens far less frequently)

All the Animes I have listed, that have no 'qualifiers' in brackets, are all comedies. Comedy is probably the best genre too look into, if you don't want a single drop of blood. Some will have more "ecchi" content than others (Suzumia Haruhi no Yuutsu)), while some will have none (Azumanga Daioh, Nichijou).

Yeah, lots. It's a huge industry in Japan.

I think a better question is 'Is there anime out there that's been translated to English that doesn't have over the top violence, sexuality, or language?' And I also suppose you aren't interested in the dumb stuff for five year olds.

That's a different question.

It goes into the history of Anime localization. Basically, there were three markets for Japanese animation, the television market (the oldest), the video market, and the x-rated market... and the eventual convergence of all three.

The television market was pioneered by small companies looking to cash in on the lucrative children's television market, but without the production costs associated with producing original animation. As a result, they started by taking a single series, importing it, dubbing it with cheap no-name voice actors, sometimes rewritten and editted, and then releasing it to television. The formula worked, and lead to classics like Astroboy, Speed Racer, Robotech, Defenders of the Planets (Gatchaman), and so on.

The adult industry then started bringing in porn, cause, hey. It's porn. It'll sell.

Not soon after, the niche market of the 'young adult anime' started to get noticed. Companies like ADV Vision started forming... and bringing over the young adult stuff, like Devil Hunter Yohko, BAO, Guyver, Vampire Hunter D, and then... Neon Genesis Evangelion. That niche market exploded, and then got noticed by bigger fish.

Disney and Fox woke up and smelled the pay day.

Forming yet another label to cover 'nonchildren's entertainment', they acquired the rights to Sailor Moon, with the intent to distribute it on ABC, along with the first season of Dragon Ball. Saban Entertainment, who'd long been doing series for syndication, made a deal with Fox, leading to the Fox's children's entertainment being dominated with anime adaptations, and shows like Power Rangers, all done by Saban. Later, Saban got bought out by Fox, becoming Fox Kids, and later 4Kids... and later, bought by Disney.

Meanwhile, the young adult market got ready... and got HUGE. Suddenly, companies in Japan were taking notice, and Panasonic, Pioneer, Sony, Bandai, huge huge megacorporations with investment in animated programming started investing heavily in American localizations, and I mean BIG cash. Existing young adult anime companies also branched off porn-localization divisions.

Companies combined, and then the young anime fans formed by the Saban/Fox/ABC era grew into these young adult markets, allowing for programming like Death Note, Code Geass, Bleach, and older classics like Ninja Scroll and Neon Genesis Evangelion to start getting television play before video release.

Thus, three separate markets, have now become one single distribution industry today, with the focus on the young adult market, which is why all the action-orientation.

It also doesn't help that kid's entertainment is usually insipid, and thus doesn't get a huge rush to localize. The stuff that does... tends to really suck. It's the same with G rated entertainment produced in America. Most of it is crap.

But some of it is really good, if you know how to look; use the same radar you use for G-rated American entertainment.

I saw a movie called Paprika recently. Not a lot of violence or sex, but very surreal stuff. I wouldn't call it sexual, but it's certainly not for kids... kinda like a lot of Ralph Balshki's older work, like Last Unicorn. Not like his newer work, like Wizards or Cool World.

EDIT: OH, worksafe for a school? That opens things up a bit. Lucky Star is doable. Paprika works too, it'll actually challenge them. Interstella 5555 is an excellent work, if a complete lack of language or dialog is okay for your purposes. Prince of Tennis is interesting.

Digimon Tamers is really good. Sure, it's a kids show, but it's just really good; great story, great characters, some genuinely emotional moments and a surprisingly awesome exploration of the relationship between a tamer and their digimon. And since it's a kids show, of course it's completely clean.

I would also offer that Clannad has no violence, little to no language, and nothing more than a few sexual overtones and mild references. It's also guaranteed to reduce anyone to a blubbering mess as it mercilessly destroys your soul with tragedy and slowly, painfully stitches it back together again.

No over the top violence? There goes Astro Boy.

Samurai Pizza Cats, Little Bits for a classic pair of anime that go brought over. Some of the studio Tetsunoku can count.

Hamtaro.

Most of the stuff I'm into are the other stuff, so I'll have to come back on that one.

[Edit]

If you skip the closing at all coasts, The Irresponsible Captain Tyler can count.

Reqoni kenshin (not the Samurai X OVA's and films, those are are violent, although I still have not convinced my mom I wasn't watching a girl anime when she saw me watching that one).

The Place of Promis in our Early Days fits what you need to a T.

Azumanga Daioh. There is no sexuality, no language (the one time they refer to boobs it's through euphamisms- "We've got an American in our misdt!") and no violence beyond standard cartoon stuff. It's about as clean as they come, and still manages to be a load of fun.

Loads of anime is clean. It's just the more over-the-top stuff gets more publicity. :p

Really? Are we thinking of the same series here? The one where the guy turns on the humanoid computer by groping her in between the legs? I mean, it is pretty innocent compared to some anime, but is definitely not lacking in sexual implications and fan-service.

Slice of Life fits for the most part. Lucky Star, K-On, Azumanga Daioh and the like. I would say Haruhi Suzumiya for something slightly more violent, but Haruhi keeps molesting Mikuru so it probably crosses the line. Slice of Life shows can be overly cute though, so that may not be what you're aiming for either.

Cromartie High School. It's hilarious and any violence is cartoonish as hell.

Pokemon and Digimon have cartoony kind of violence, something you'd see on a saturday cartoon kind of violence.
Most of the anime I watch has some kind of violence that is too much for your requirements =X
Cardcaptor Sakura is pretty good, and so is K-ON!
I second Hamtaro as well.
