No matter how over balanced a game is, ditching all the perks of every item and making them generic mirrors of each other, people will still complain about unbalance. I think to solve this every game should be released with two sets of rules:
one set of fun rules where items are all totally different like they should be, use it for single play and multiplayer with friends.
And one set of rules where for FPS there are only 5 guns in the game (pistol, smg, AR, sniper, shotgun), and all varieties are just the same item with different skins. For RTS there are only 6 types of units (Artillery, armour, infantry; interceptor, bomber; transport), and every faction's units has the same costs and stats but different skins. Yes, this is incredibly boring, but at least you can't complain about balance issues any more.
