In all honesty, I think child services should be contacted. If she is being truthful in her claim that she has two children, she is in no mental state to have guardianship over them. :\

Exactly, though if I was in his position. I'd still at the very least threaten her with one. That is if she's just pretty stupid rather than having an actual mental illness.
