The reality is going to be that if we get to the point that we can modify genes for enhanced intelligence, strength, etc. then it is going to be done. At least one jurisdiction somewhere will permit it, someone with the skills and few ethical concerns will set up a clinic there, and people with the means will go to it and have their putative children enhanced. This will eventually erode resistance in a lot of other places, and it will become commonplace.
