To be fair, if everyone had names along the lines of "Thunderhawk Deathblade" or "Starblood Deathadder", we'd see those as boring and bland, and "Paul", "Jane", etc would be the exotic and unusual names.

It really wouldn't change a thing. A name is pretty irrelevant, in the grand scheme of things. As they say, you can call a cat a fish, but that doesn't mean it can swim. What syllables you use to address someone doesn't change anything about them, thus everyone having different names would make absolutely no difference.

I guess "A rose by any other name would smell as sweet" still holds true. Though Starblood gives an image of blood and space travel, while Paul gives you an image of some Jewish guy.
I know which naming conventions id rather have.

I've always been quite pleased that I'm not named after anyone. I'm not named after a family member, book character, celebrity, anyone. My mum just liked the name and thought it was conventional enough to not cause me any problems in life. (She has a fairly unusual name herself and has never liked it.)

The name Wendy existed but only became popular after Peter Pan.
I like uncommon names. The child themself probably wouldn't mind since they'd be used to it, so it wouldn't seem weird to them, and unless it can be blatantly turned into something to mockingly chant, there's really no problem. I plan to go for unusual names, but I'll probably save names made up in fiction for middle names.

Funny you should bring this up. When I heard kids at my school talking about Cato, I thought they were referring to this movie. I was moderately dissapointed to learn that such was not the case.
0:55 still induces laughter after all the times I've seen it.
OT: Not too uncommon. Plenty of people name their kids after fictional characters. I have a friend who's named after Atticus Finch from To Kill a Mockingbird, and I've briefly considered naming one of my possible future children Carter, after Randolph Carter. Or if it's a girl, definitely Alice, after- well... Alice. I'd never do anything too out of the box, but just so I and some select people get it. Also, Carter is just a neat name.
Of course, I was named after a particularly notorious gang of cowboys, so...

All of those are ok name.
None was as crazy as those celebrity baby's name.

I think Katniss is a cute name, Rue and Gale is ok.

Cato definitely uncommon but if you live in the correct part of the world would be ok (i.e. Rome)

As long as I never see a person named "Peeta," then I can give the other names a pass. Rue is alright, as far as names are concerned. It actually sounds like a real, well, name.

I don't know. It'd be cool for a while, like any other novelty, but over time, I'd rue the day my parents chose that name.

To be completely serious, though, I don't see the biggest problem with this. Rue is a decent name (Cato is a bit weird though). Atleast it's not Aragorn or something.
However, the only thing I don't understand is.. Why? Why The Hunger Games?
