Thanks everyone, I figured it was the disk space but it's good to know for sure. I know the whole rig needs upgrading as its still using apg graphics slot but I don't have the cash for a whole upgrade. I'll look into a larger HD and how to install it for now though.

Quick follow up question. This Pc runs CS:S with no problem as that's a relatively old game, but I'm curious if it would also be able to run TF2. systemsrequirementslab.com tells me I can, but then it told me my PC should just destroy SWAT 4 so I've lost a little faith in that.

I don't think you have enough disk space (or your disk is very slow) I would recommend getting a new Hard drive (bigger) or cleaning up your current one with Microsoft's disk cleanup tool and Auslogics Disk Defrag.
This is your solution right here.
It's not necessarily that he has too little disk space, but chances are pretty high it's just an extremely slow hard disk drive.

You really really need HD upgrade.

Spend 50-100 and you will be good for years. Worth it? I think so.

If you want to run TF2 but are having issues with SWAT I think you are going to have more issues with TF2.
