You're all going to think I'm a weeaboo for this, but I'm going to put Reimu on the list, since there's little enough Japanese PC-only material that Touhou is definitely worth adding, IMHO. Maybe some others as well, but definitely Reimu.

Touhou is a good enough series in it's own right, nevermind the limited Japanese market - if anything, it's the limited PC-only shmup market (to say nothing of bullet hells in particular).
(Though, for what it's worth, Marisa is a better candidate purely because of style and recognition points.(Master spark as a concept is incredibly memetic cause of it pumping Rule of Cool to the max))

Many of my choices have been said, but I'd like to DUSTFORCE, REPRESENT and say Dustman. Hitbox Team always need more love~

The Dragonborn from Skyrim, the generic Nord Warrior featured in all the promotional artwork and stuff. His normal attacks would all be melee attacks with the axe or sword while his special moves would involve Dragon Shouts.

He's only one that comes to mind for me actually.

Also Steve? from Minecraft. He could attack with the sword and bow and his specials could involve placing blocks.
