PLEASE HELP ME REMEMBER THE NAME OFTHIS AWESOME GAME?!!

I have looked desperately for a game I use to play as in the 90's(maybe early 00's).
I only have very vauge memories of what the game was like, but I do remember it was awesome though!
Here are some bulletpoints of what I remember:

- The protagonist is a boy
He has blond hair, sunglasses, is chewing pink gum(blowing bubbles), riding a hoverboard and shooting with laser guns.

- It is a sidescroller
2D in the typical move-to-the-side-to-advance

- It is in some sort of science fiction setting
lasers, hoverboards and metallic and future-like backgrounds

- You are fighting evil robot bears with lasers
yep... that's how I remember it

Some of the details may or may not actually be in the game. As I mentioned before, I only got vauge memories about the games.
Can somebody help me name that game? I really want to play it again. It feels like I have looked everywhere.
Sling out some suggestions, and I'll try to respond as quick as possible

What console was it on? Was it an action-based sidescroller, or a platformer-based one? Was exploration a key element of the game?

Well, now that OP has his wish granted, help me out, gents. It's a weird game where you play as a clock hand, swinging from screw to screw, completing goals level after level, avoiding various hazards, among them other clock hands you can run into.
