Please help me remember this movie I saw once

Ok so this was quite a long time ago when I was a kid and this movie was on TV

1. It was animated, not disney or even don bluth Im pretty sure, but yeah traditional 2D animation, I think it was sort of oldish mabye 70's or 80's

2. it was about monkeys, to be more exact sort of anthromorphic monkeys,

basically the story goes you had two groups, one lived high in the trees and were kind of tribal, they knew very little of the other group and feared them

the other group were "civilised" they had citys a king and social classes and basic technology and all that other stuff, they considered the other group savages

anyway the story goes one of the tribals falls out of the trees and is seriously injured, he is found by some of the others and taken to the city where he is healed by some scientist and his servant (the love interest) anyway they teach him to talk and all that and he adapts to civilised life, he becomes freinds with the king and a bunch of stuff happens, theres also this other high-up guy. like the adivsor or somthing whos evil...obviously

theres this plot where the king wants to cross the great ocean or somthing to get to another land, then it snows the ice freezes, so he tries to cross but it melts before they go far and I think the king died however the tribal makes it back some other stuff happens which cant quite remember, oh and I think the princess takes over from the king or somthing (yeah theres a princess too)

anyway thats what I can remember from the details, as you can tell its full of themes and stuff about civilization and all that, makes me think it might have been an adaptation of a novel or somthing

if you know what this movie is called Id really like to know

Well, while we're doing this, I might as well see if I didn't imagine this movie:

From what I can remember of this movie, it was also an animated film. It looked like "The Hungry Caterpillar". It starred an anthropomorphic Bear with Glasses who could transform and a Man with a mustache, long nose, and black suit and top hat. While I don't remember every part of the plot, from what I can remember, it was about them trying to rescue someone from a villain. In the middle of it, the characters somehow got into the "Real World" and flew through out most of it in some kind of crazy vehicle. And towards the end, the Man, for some reason, dies, and the Bear goes berserk and transforms to a full Bear to kill the villain.

Now, I remember seeing this (Or at least thinking I did) in 1999/2000 as a Cartoon Network Movie (When Cartoon Network still used the Lady who hit her torch on the ground to light it up). Please tell me if any of you guys remember it or if I imagined the whole thing, cause if I did just imagine it, I am gonna patent it.
