...that's a horrible idea. I'm sorry. It forces people to carry around a team of set types, rather than making one on their own. I mean, I have a grass-type now, but do I want it forever? No. I'm going to swap it out with a Psychic soon. I don't want to carry around a damn grass-type just to cut down those trees.

Besides, how would your idea work with the Normal type HMs? Would the rest of the fourteen types know them randomly? What about Defog? Will certain Flying Pokemon who can't Fly know that? What happens with Pokemon like Gyarados?

I'm sorry, but no. Keep the HMs the way they are. Evil though it may be, it offers much more freedom than your idea.

To be fair though, people still can't make their own teams freely since they need somewhat of a balance of types to give the HMs to in the first place. For example, I can't sport my 6 Eevee Evolution team while running around because obviously there isn't a flying Eevee (yet!). Under the current system I can't run the team I want, under the OP's system I couldn't either.

But what about rock types? Would they know Rock Smash? Or Strength types know Strength? I think the HM's add a bit of difference to Poke'mon. But they do bring down the badass team as Orangebandguy said.

True. But the OP's system is needlessly more restrictive than the current system. I mean, you can't get a Flying type with an all-Eevee team, but Fly isn't a necessity to beat the game; it's a convenience. Theoretically, you could run around with an all-Eevee evolution team.

OP's system is just more restrictive than what we actually have. I can teach Cut to my Fire-type. If I had to lug around a Grass-type to do the same thing my Fire-type can now, I'd be a little ticked.

Real badasses just ignore HMs. Like maneuvering Mt. Moon in Yellow version with no Flash. At 7 years of age. True genius is born out of stubbornness.

It does perplex me that grass pokémon can cut down trees but fire pokémon (and electric, for that matter) can't burn them out of the way. And why can't Ice pokémon create an ice path over the water rather than requiring Surf?

But then, an entirely freeform pokémon game would be really, really hard to make and spends years in development.

And be totally awesome.

I like the current system.

Adds that extra bit of difficulty to the game as players need to make the most of their move sets and make the remaining moves their pokémon have really worthwhile.

Would make far more sense than being forced by the game to carry around shitty Pokémon that make you lose. Envisage the scenario, last one alive on your pokémon team, and they get put down in one hit. If you'd had a decent pokémon there, you would have won.

"Surf" is the only one that's actually useful.

I tend to carry an HM slave with me, and have a bird pokémon learn Fly, that doesn't work out too badly. Once you've beaten the game, the only ones you really need are Surf and Fly, and Surf kicks ass in battle.

Yes, yes it would. And why can't fire Pokemon light up caves w/o Flash?

But a freeform Pokémon game would probably also cost $60 and feature an extended Bidoof family tree. Or multiple Bidoof families.
