Voting method alone doesn't break two-party systems, or hegemonic party power. Not as long as legislatures are single-member districts. Proportional representation is the way to go, and preferably in parliamentary systems as opposed to presidential systems: parliamentary systems trend overwhelmingly towards higher representation on the EIU democracy index compared to presidential systems.
