Eh, we can also choose to do right and be forced to do wrong.
It is wrong to force someone to do something, but also wrong to wrong...
I'd say it is worse to choose to do wrong. Just shows how lost those people are.
I'd rather be forced to do something good than choose to be an asshole.

At least if one is forced to do right, there is something good coming out of it. If you choose to be a monster, there is no right or good in it whatsoever. Only wrong. In fact I think it is worse than being forced to do wrong (which is obviously also wrong) against your will. If you choose to be a monster, there is something not only wrong in what you are doing, but something wrong in your conscience at some level to make you actually want to be a monster, and if it gets to a bad enough point it can become irreversible. This is why there are harsher sentencing guidelines for people such as serial killers who commit crimes of their own free will rather than under the orders of others.
From best to worst, I would rank the four possibilities set up by this choice as such:
1. Choose to do right, obviously
2. Be forced to do right
3. Be forced to do wrong
4. Choose to do wrong

I broke it down into personal freedom vs the greater good.
Though one is taking personal freedoms to their worst, this is assuming you live in a lawless territory. If you live in an area with laws against your personal preference of injustice and you don't cover your tracks well enough your freedom will most likely be revoked. (yay justice systems!)
Being forced to do good for the greater good also seems wrong, though this on relies on how unwilling the person is. Are we talking gulag style work where your labour is being used for the good of the country at the cost of your life or a life in hell? Or maybe conscription into a military to fight for your country against your will? Or something else less extreme maybe.
I can't decide which is worse really but if forced to I'd saying being forced into doing something good. If you can choose to be a monster, why can't someone choose to be a hero to stop you?
