Tell him to fuck off. Although that won't always work. There's this one guy who always hangs out around my friends and I at school who's truly a failure as a person. He's annoying, obnoxious, and possibly the stupidest person I've ever met. Yet he refuses to leave us alone because one of my friends (himself our whipping boy and scapegoat) doesn't entirely dislike him.

Would you like this guy to hang around with you? If yes, slowly bring him into the group and help him communicate with you better. It sounds like this guy's been alone for so long that he just doesn't know how to relate to other people properly, even if he wants to be your friend. If you don't want to hang around with him, I would suggest finding him some different friends, and if none can be found, let him down as easy as possible. It could very well be that he's got some mental thing going on that being too forceful in telling him to GTFO could set off, and that could lead him to harm himself, others, or even you. The majority of school shooters have been lonely, antisocial people who just snapped one day. Friendly companionship is one of the best preventative measures for that I can think of.

Tell him either he can hang out with you, if he stops being a dick, or he can fuck off. His choice, but at least give the guy a chance.

(First of all I'm 3rd year High School student)

There's this boy at my school named Michael. This kid doesn't have any friends we know of but he's starting to tick me and my friends off. He's been following us around for the past couple days not saying things even when we ask him and the only time he does talk is to insult. We all feel bad for him but none of us can simply tell him to leave.

What should we do?
It is nice you feel bad for him but he should not insult people. If he keeps doing it even though you are trying to be nice to him he is most likely doing it to annoy you and your friends.

My advice is either tell him to stop insulting you and your friends or tell him to leave you guys alone.

Joke the hell out of him, but do it in a fun way
but only not him
your friends too

make him feel welcome

or kick the shit out of him

either or, the first one won't lead to him shooting up your school though

I don't know, be a decent guy and don't be so easily pissed off? Is that a good response? Just remember... you don't have to like somebody to be friends with them.
Yes you do, that's pretty much the deffinition of friendship. Tell him to leave, before it's too late, I had the same problem, and now he won't leave.
Rubbish, some people just don't know how to act around people, that or they're so used to people being dicks they're afraid to let their guard down. If you act friendly they start to do the same. This makes more people like them. This has happened 3 times to me so I'm pretty sure I'm right and this works.

Sometimes people just need a friend, regardless of how you feel about them.

Don't try to get him some friends, it will make him think that you are his friends. If he is a prick don't work him into the group. There is only one thing for it...

This happened to my group. Really it is best for your own sanity to make him feel unwanted but easing him into the group is the humanitarian approach. The third option is bad, do not try to dump him on other people. Let him do that himself.
